Govlink™ for Municipal Finance: collect more with the data the city already has

Cleaned and cross-checked tax rolls, notices that arrive and can be proven, a taxpayer who sees their balance and settles it from their phone, and dashboards that show which campaign worked. Without replacing the tax system.

The debt a city fails to collect is rarely for lack of taxpayers who could pay: it is old rolls, addresses that no longer exist, paper notices nobody can prove, and a taxpayer who has to come to the office to get current. Govlink™ works on that circuit, between the tax system and the resident.

Why collections fall short

Finance departments know the debt; what they lack is a reliable circuit to reach the debtor. That is where most of it is lost.

  1. The roll does not reflect the city

Deceased owners, subdivided parcels, closed businesses and addresses from twenty years ago. Every bill sent to stale data is money that does not come back.

  2. The notice does not arrive, or cannot be proven

Certified mail is expensive, slow and comes back without a receipt. Without proof that the taxpayer was notified, the notice is useless for enforcement.

  3. Getting current means coming to the office

Seeing the balance, requesting a payment plan or fixing a record requires showing up during business hours. Whoever wants to pay and cannot come in does not pay.

  4. Nobody knows which campaign worked

A batch of notices goes out and the month’s revenue gets checked. Which channel, which message and which segment responded best, nobody can say.

From the tax roll to collections, in Govlink™

Govlink™ does not replace the tax system: it integrates with it. It takes the debt from there, does the work of reaching the taxpayer, and returns the result.

  1. Cleaning and cross-checking the rolls

Govlink™’s AI agents cross the tax roll with other sources —vital records, the cadastre, business licenses, Govlink ID— to flag outdated owners, invalid addresses, duplicates and inconsistencies. The roll starts looking like the city again.

  2. Proven notices through the channels taxpayers actually use

Official communications go out by email, WhatsApp and electronic address, with proof of sending, delivery and reading filed into the taxpayer’s record. When they were notified can be proven.

  3. Taxpayers serve themselves

From the portal, with Govlink ID, they see their balance, download the bill, request a payment plan or fix their details. What used to take a visit is done from a phone, at any hour.

  4. Tracking by campaign and by segment

Reports and analytics dashboards show delinquency by zone, by tax and by age, and how each campaign performed: channel, message, segment. The next notice is designed with data.

What changes in practice for the finance department

WhatsApp with proof, not a loose message

The WhatsApp notice goes out from the platform with the official text, the self-service link and the delivery and read record. It is an official communication, not a chat.

Segmented campaigns, not mass batches

New debt, old delinquency, large taxpayers, one neighborhood: each segment gets a different message, through the channel it responds to best, using the email marketing module and official communications.

Notices that hold up in enforcement

Proof of notice stays in the taxpayer’s digital record, signed and with a certain date. When it is time to move to enforcement, the evidence is already assembled.

Integrated with the tax system you already have

The debt is read from the current system through its API —or through a bot when the system exposes nothing— and payments and plans flow back to it. The department does not switch systems: it adds a collection circuit that works.

Which Govlink™ modules are involved
